Emergency Certificate (EC)

An Emergency Certificate (EC) can be issued to an Indian national for one-way travel to India in case of non-availability of a valid passport with the applicant (due to loss, damage or expiry) and where a new passport cannot be issued immediately. Emergency Certificate is issued after the cancellation of existing passport of the holder. On arrival in India, he/she will have to contact the concerned Passport Issuing authority in India for issue of new passport.

Duly completed online Emergency Certificate (EC) application along with the required documents can be submitted in person or by post to Consulate:

Documents Required:

  1. Duly completed and printed application form (click here) online application
  2. Two white background colour photographs with size 2" x 2" (51mm x 51 mm) (please refer to the photo specification mentioned in general guidelines)
  3. Fee: A non-refundable fee of $17.00 ($15 as fee for EC and $2 as a contribution towards Indian Community Welfare Fund (ICWF))
    (Fee should be payable through TWO SEPARATE Money Orders or Cashier Cheques of $15 and $2 drawn in favour of the "CONSULATE GENERAL OF INDIA, SAN FRANCISCO". Personal cheques/Credit Cards/Debit Cards/other banking instruments are not accetable)
  4. Self-attested copy of Passport (first, last and visa page) and original Passport, if available.
  5. Copy of Police report in case of lost/stolen/misplaced passport (The police report must have name of the applicant (s) and a reference of lost passport).
  6. Duly completed & printed Annexure 'F', in case of lost/stolen/damaged passport.
  7. Self-attested copy of address proof (copy of Driving License/utility bill/telephone bill/Lease Agreement/Mortgage Deed)
    In case of non-availability of residential proof, affidavit as per Annexure 'V'
  8. Undertaking for the cases where the passport is withheld by USCIS/Department of Homeland Security.

 

Processing Time: Grant of EC is dependent on confirmation of passport particulars and Indian nationality of the applicant. If both things are confirmed at the level of Consulate, EC would be issued within 1 working day(s) or in case of extreme emergency it can be issued same day. However, in case passport particulars and Indian nationality of the applicant is not confirmed at the level of Consulate, matter would be referred to concerned authorities in India and EC would be issued only after receiving confirmation/clearance from India.
